Conquest Skill Books level a hero's Conquest skills, the ones that fire in the Arena.

Every hero has two kinds of skills. Expedition skills fire when the hero leads a march on the world map or a rally. Conquest skills fire when the hero fights in the Arena. Conquest Skill Books level the conquest side, and their value compounds every time you fight there.
Because the benefit compounds and the event value of holding them is small, books are a use-now item from about day four, once you have an Arena lineup worth investing in. The decision is which hero, and the answer is the heroes you field there.
Books come from daily missions, event rewards and alliance activities.

What a Conquest skill gains from level 1 to 5
Level 5 against level 1, for the 110 Conquest skill values that two databases agree on: 49 grow by 40%, 26 triple and 7 grow fivefold. The table lists the fivefold ones, where each book changes the most.

When to spend it, by server age
Early game
From day four, put the books into the heroes you field in the Arena. Before that you may still be swapping heroes, so wait a few days.
Mid game
Keep feeding the Arena lineup. Spreading books evenly is the classic mistake, since skills only matter on heroes who fight.
Late game
The lineup is stable and the books go to the same heroes. If you swap in a hero from a new generation, that hero gets the books immediately.
