Petra's story in brief
Petra walked into a common gambling house, won twenty rounds in a row and nearly bankrupted it. Amadeus sat down and lost two rounds on purpose to find the trick, and found nothing. The crowd was ready to drag her to the Governor when Marlin recognized the pin on her collar as the mark of a royal fortune-teller.
The royal diviners are a closed guild that works for the crown alone, and its entrance exam allows one attempt. When the Rebels took King's Castle they left the guild alone, and General Cesares watched Petra's examination in person. Her results were good enough to put the Chief Diviner's competence in question. Cesares had her brought to the throne room for a private reading, came out shaken and ordered his army out of King's Castle within the hour. Petra left through the same gate. The Chief Diviner preferred cards, and cards run through her own kit in Turn Card, Change of Fate and the random rolls behind her damage.

Yes, she stays a strong PvP joiner even on Gen 5+ servers, since Dichotomy's stun/debuff and Evil Eye's damage amp don't lose relative value the way flat-damage kits do.
